About the Goa Legislative Assembly
Goa Legislative Assembly
The Goa Legislative Assembly, also known as the Goa Vidhan Sabha, is the unicameral legislature of the state of Goa. It is located at the Assembly Complex in Alto-Porvorim, near Panaji, the state capital. The Assembly plays an important role in making state laws, approving public expenditure and overseeing the functioning of the government.
The Assembly consists of 40 elected members representing constituencies across Goa. The current 8th Goa Legislative Assembly was constituted following the 2022 Assembly elections, in which the Bharatiya Janata Party (BJP) emerged as the largest party and formed the government with support from its allies and other legislators.
Government and leadership
Pramod Sawant serves as the Chief Minister of Goa, leading the BJP government. He assumed office on 28 March 2022 after the 2022 Assembly elections. His government is responsible for implementing state policies and overseeing administration and development programmes.
Dr. Ganesh Gaonkar serves as the Speaker of the Goa Legislative Assembly. He presides over House proceedings, maintains order during debates and oversees legislative business. Joshua De Souza serves as the Deputy Speaker.
Yuri Alemao of the Indian National Congress (INC) serves as the Leader of the Opposition. The Congress is the principal opposition party in the Assembly. Other opposition parties, including the Aam Aadmi Party (AAP), also have representation in the House.
Legislative responsibilities
The Goa Legislative Assembly is responsible for debating and passing state laws, approving the annual state budget and examining government policies. Its members raise public concerns and discuss matters relating to tourism, agriculture, fishing, education, healthcare, employment, infrastructure, transport, environment and coastal development.
The Assembly also holds the government accountable through question hours, debates, motions and committee proceedings. Legislative discussions provide elected representatives with an opportunity to raise constituency-level issues and seek answers from government departments.
Political significance
Goa is an important coastal state in western India, known for its tourism industry, beaches, cultural heritage, mining, fishing and hospitality sector. Panaji serves as the state capital, while Porvorim houses the Legislative Assembly complex.
The Assembly plays a significant role in shaping Goa's economic policies, tourism development, environmental protection, infrastructure projects and public welfare programmes. Decisions taken by its elected representatives influence the state's development priorities and administrative direction.
The Assembly also provides a democratic platform for representatives from different constituencies and political parties to debate policies, raise public concerns and participate in state governance.
Term and next election
The current 8th Goa Legislative Assembly was elected in 2022 and has a regular five-year term covering 2022–2027. The next regular Goa Legislative Assembly election is expected in 2027, subject to constitutional and electoral developments.
