The Governor of Jharkhand, appointed by the President of India, serves as the constitutional head of the state government. The real executive authority lies with the Chief Minister and the Cabinet. The government is formed by the political party or coalition with a majority in the Legislative Assembly.

The Chief Secretary is the head of the state’s bureaucracy, overseeing a hierarchy of officials from the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Forest Service (IFS), and various state civil services. The judiciary is led by the Chief Justice of the Jharkhand High Court, which has been operational since 2000. All branches of government are based in the state capital, Ranchi.

Jharkhand was initially formed with 18 districts, which were previously part of South Bihar. Since its creation, the state has undergone administrative reorganization, resulting in the formation of 6 new districts: Latehar, Saraikela-Kharsawan, Jamtara, Pakur, Khunti, and Ramgarh. Currently, Jharkhand is divided into 5 Divisions and 24 Districts. An interesting fact about Jharkhand is that all its districts, with the exception of Lohardaga and Khunti, share a border with at least one neighboring state.

Political History and Dynamics

  • 2000s: Jharkhand was created as a separate state in November 2000. The first Chief Minister was Babulal Marandi (JVM), who served until 2003.
  • 2005-2014: Shibu Soren of the JMM became Chief Minister in 2005, followed by Arjun Munda (BJP) in 2010. Munda’s tenure was marked by efforts to address developmental issues and tribal rights.
  • 2014-Present: In 2014, the BJP won a significant victory in the state assembly elections, with Raghubar Das becoming Chief Minister. His tenure focused on development and governance reforms but faced criticism for handling of tribal issues.
  • 2020: The JMM, led by Hemant Soren, won the 2019 state elections, with Soren becoming Chief Minister. His government has emphasized tribal rights and social welfare.
