PM Modi and Mark Carney Discuss Trade, Energy and Defence Ahead of Canada Visit
Prime Minister Narendra Modi spoke with Canadian Prime Minister Mark Carney on October 13, 2026, with the two leaders discussing ways to strengthen bilateral cooperation across trade, energy, technology, security and people-to-people relations.
Official statements released by the Indian and Canadian prime ministers' offices said the leaders welcomed increased engagement between the two countries over the preceding year. They also reaffirmed their commitment to working towards concrete outcomes in key areas of their strategic partnership.
A central issue in the discussion was the proposed Comprehensive Economic Partnership Agreement (CEPA). Both governments reiterated their commitment to concluding negotiations at the earliest opportunity.
The conversation comes as India and Canada seek to build on renewed diplomatic and economic engagement. The leaders also agreed to remain in contact ahead of Modi's expected visit to Canada in December 2026, according to the Canadian government's statement.
Economic Partnership Agreement Remains a Priority
The proposed CEPA is intended to provide a framework for closer economic engagement between India and Canada. The negotiations are relevant to the two countries' efforts to strengthen trade and expand commercial opportunities.
Economic partnership agreements can cover a range of issues, depending on the terms negotiated by the participating governments. These may include market access, trade in goods and services and other rules governing economic cooperation.
However, the October 13 conversation did not mean that the agreement had been concluded. Both governments referred to their commitment to continue negotiations, which means that the final provisions and timing remain dependent on the negotiating process.
The Canadian Prime Minister's Office also referred to an objective of doubling two-way trade by 2030. This is a stated policy goal rather than a confirmed result. Progress towards it will depend on commercial activity, the wider economic environment and decisions made by both governments.
For businesses, the eventual terms of an agreement would be important in determining whether it creates new opportunities or changes existing trading arrangements. Until a final agreement is announced, its specific benefits should not be described as guaranteed.
Trade Mission and Ministerial Engagement
The Canadian government said that a Team Canada Trade Mission was taking place in India under the leadership of International Trade Minister Maninder Sidhu. It also referred to the visit to New Delhi by Foreign Minister Anita Anand to advance shared priorities.
These engagements provide channels for discussions involving government officials, businesses and other stakeholders. Trade missions can help companies explore potential partnerships, understand market conditions and identify areas where cooperation may be possible.
Each of these areas has its own policy requirements. Cooperation on technology may involve research, commercial partnerships and discussions about standards. Security engagement can involve official dialogue and coordination between relevant agencies. People-to-people ties include the broader connections between citizens, students, professionals and communities.
The official statements describe an intention to build on increased engagement, but they do not establish that every proposed area has produced a new agreement. Any specific agreement or initiative should be reported separately once confirmed.
Energy, Technology and Security
Energy was among the subjects discussed by the two prime ministers. Energy cooperation can include questions related to supply, investment, technology and the security of energy systems.
The Canadian statement also referred to agriculture and the effects of geopolitical instability on the Indo-Pacific region. The leaders discussed the need for trusted partners in these areas.
Such discussions are part of a broader diplomatic relationship in which economic priorities intersect with regional security and international developments. Nevertheless, the official readout did not announce a new energy contract or a completed defence agreement as a direct outcome of the conversation.
Planned Visit to Canada
The Canadian Prime Minister's Office said that Modi was expected to visit Canada in December 2026. The two leaders agreed to remain in close contact ahead of the visit.
A visit could provide another opportunity for discussions on the proposed CEPA and other areas of bilateral cooperation. It may also allow the governments to review progress made through ministerial meetings and business engagement.
However, the precise agenda and schedule should be treated as subject to official announcements. Until the governments confirm additional details, it would be premature to describe specific agreements as outcomes of the forthcoming visit.
