History
The first general election in liberated Goa, Daman and Diu was held on 9 December 1963. The first Legislative Assembly consisted of 30 members, and Dayanand Bandodkar became the first Chief Minister of Goa, Daman and Diu. The first Assembly met in January 1964 at the Adil Shah Palace. Goa's political history after liberation developed around regional political movements, the Congress, the Maharashtrawadi Gomantak Party and later the BJP and other political formations. Dayanand Bandodkar and the Maharashtrawadi Gomantak Party played an important role during the early post-liberation period. After statehood, Congress became a major force in state politics, while regional parties continued to influence elections and government formation. Goa's small Assembly and politically competitive constituencies have frequently produced closely contested elections. The state has also experienced coalition governments, changes in party allegiance and shifts in political leadership. These characteristics make Goa one of India's more dynamic state-level political environments. The 40-member Goa Legislative Assembly is unicameral. The present Assembly is the Eighth Legislative Assembly, constituted in 2022, and the official Assembly website currently lists it as not in session. Dr. Ganesh Gaunker is the Speaker and Joshua De Souza is the Deputy Speaker. The 2022 Assembly election resulted in the BJP winning 20 seats, Congress winning 11 seats, and other parties and candidates winning the remaining constituencies. The BJP subsequently formed the government under Pramod Sawant. Goa's political agenda has increasingly focused on balancing economic development with the protection of its environment and cultural identity. Tourism development, construction, land use, mining, coastal regulation, transportation, waste management and employment are recurring subjects in legislative and public debates.
