Lucknow, September 22, 2026: Political discussions around the 2027 Uttar Pradesh (opens in a new tab) Assembly election have intensified after All India Majlis-e-Ittehadul Muslimeen (AIMIM) chief Asaduddin Owaisi indicated that his party remains open to an alliance with parties that share its objective of preventing another Bharatiya Janata Party (BJP) government in Uttar Pradesh.
Owaisi's comments have been followed by a response from Congress MP Imran Masood, who has called for an early decision on an opposition alliance and said parties should proceed with their own preparations if an agreement cannot be finalised.
The statements come more than a year before the expected Assembly election and do not, by themselves, establish a final alliance involving AIMIM, Congress or the Samajwadi Party.
Maharashtra's decision to declare 265 talukas drought-affected has triggered questions from both ruling alliance leaders and the Opposition. While some areas represented by Mahayuti leaders have been excluded, the MVA has questioned the transparency of the assessment process.
Owaisi said AIMIM was prepared to work with parties that are seeking to prevent the BJP from returning to power in Uttar Pradesh. Speaking at a public meeting in Kanpur, he said his party would wait until October 2 before announcing its alliance decision, if any.
The AIMIM chief has also said that his party is preparing for the Uttar Pradesh election and wants to increase its political representation in the state Assembly. According to recent reporting, AIMIM's state leadership is in discussions with political parties in Uttar Pradesh regarding possible cooperation.
Owaisi's latest statements therefore leave open several possibilities, including an alliance with existing opposition forces or an arrangement with other parties.
Imran Masood Calls for Early Decision
Congress MP Imran Masood responded by calling for an early decision on the broader opposition alliance. He said that if an alliance is going to be formed, it should be finalised, otherwise Congress should continue preparing to contest independently.
Masood's comments were primarily directed at the proposed Congress-Samajwadi Party arrangement, while he also responded to Owaisi's offer of a broader opposition alliance.
He argued that delays in deciding the alliance could affect preparations at the constituency level. These comments represent Masood's political position and should not be interpreted as confirmation of a final Congress strategy for the 2027 election.
Congress and Samajwadi Party Position
The discussion around AIMIM comes alongside continuing preparations by the Samajwadi Party (SP) and Congress for the 2027 Assembly election.
Recent reports indicate that SP and Congress are discussing their electoral cooperation, with questions around the timing and details of seat-sharing still forming part of the political discussions. Masood has publicly urged the parties to settle the arrangement sooner rather than later.
SP chief Akhilesh Yadav has also been preparing his party for the election. Recent reporting says the SP's state executive discussed efforts to increase the party's vote share across Assembly constituencies as part of its preparations for 2027.
AIMIM's proposal introduces another element into the opposition-alliance discussion, although no final agreement involving AIMIM has been publicly established.
Masood's Criticism of AIMIM's Electoral Role
Masood has also criticised the prospect of AIMIM contesting the election separately from the broader opposition alliance.
He argued that AIMIM's participation could divide opposition votes and potentially affect the contest between major parties. He specifically suggested that AIMIM could win a limited number of seats while influencing the outcome in other constituencies.
These are Masood's political arguments, rather than an independently established prediction of the election outcome. The eventual effect of AIMIM's participation would depend on candidate selection, constituency-level competition, alliances, voter preferences and other factors that cannot yet be determined.
Owaisi, meanwhile, has maintained that AIMIM is seeking political representation for its supporters and has criticised previous governments for what he describes as inadequate representation and attention to socio-economic and educational concerns among Muslims.
AIMIM's Previous Uttar Pradesh Performance
AIMIM's preparations for 2027 also follow its earlier participation in Uttar Pradesh politics.
In the 2022 Uttar Pradesh Assembly election, AIMIM contested 94 seats as part of the Bhagidari Parivartan Morcha but did not win an Assembly seat. The party received approximately 0.49% of the vote statewide.
The party is now seeking to expand its presence ahead of the 2027 election, with Owaisi making repeated public statements about alliances and electoral preparations.
Alliance Question Remains Open
The latest statements do not establish that AIMIM has joined the Congress-SP alliance or that a three-party arrangement has been finalised.
Instead, the current situation involves separate political positions:
AIMIM has indicated that it is open to an alliance with parties willing to work together against the BJP.
Congress MP Imran Masood has called for an early decision on the opposition alliance and said parties should prepare independently if an agreement is not reached.
The BJP remains a major participant in the 2027 Uttar Pradesh electoral contest.
The final composition of alliances, seat-sharing arrangements and candidate lists will be determined closer to the election.
What Happens Next
Owaisi has indicated that AIMIM intends to announce its alliance decision after October 2. Meanwhile, Congress and Samajwadi Party leaders face the task of determining the details of their own electoral arrangement and constituency-level preparations.
The coming months are therefore likely to see further discussions over alliance formation, seat-sharing, candidate selection and the role of smaller political parties.
For now, AIMIM's openness to an alliance should be treated as an expressed political position rather than a confirmed alliance agreement.
“AIMIM chief Asaduddin Owaisi has indicated that his party is open to an alliance with like-minded parties ahead of the 2027 Uttar Pradesh Assembly election. Congress MP Imran Masood has called for an early decision on alliance arrangements, while no final AIMIM-Congress or broader opposition alliance has been announced.”
The INDIA bloc has announced a nationwide campaign over concerns related to the Election Commission and electoral processes. The Opposition plans protests, a march to the Election Commission headquarters, and a legal challenge to provisions of the Chief Election Commissioner Act, 2023.
Discussions between Chief Minister C. Joseph Vijay's Tamilaga Vettri Kazhagam (TVK) and the Pattali Makkal Katchi (PMK) have intensified, with reports suggesting alliance talks and possible Cabinet representation. However, no official announcement has been made by either party.
With the Uttar Pradesh Assembly election approaching in 2027, the Samajwadi Party and Congress are working to strengthen their alliance after their improved performance in the 2024 Lok Sabha elections. Political observers believe the opposition has an important opportunity, but unity and effective seat-sharing will be crucial.
