Pargat Singh Takes Charge of Punjab Congress as Raja Warring Steps Down

The leadership change in the Punjab Congress has taken place with the appointment of Pargat Singh as the new president of the Punjab Pradesh Congress Committee (PPCC). The former Indian hockey captain and sitting Jalandhar Cantonment MLA replaces Amarinder Singh Raja Warring, who resigned from the post on October 2, 2026.
The change comes months ahead of the Punjab Assembly Election 2027, as the Congress continues to reorganise its state unit and prepare for the upcoming electoral contest. The party's official notification said Pargat Singh's appointment would take effect immediately.
Pargat Singh Appointed Punjab Congress Chief
Pargat Singh is a former captain of the Indian hockey team, an Olympian and a long-time politician from Jalandhar Cantonment. He has represented the constituency in the Punjab Assembly and has also served as a minister in the Punjab government.
His appointment places him at the head of the Congress's state organisation at a crucial stage of preparations for the 2027 Assembly election.
The Congress had been considering changes to its Punjab leadership amid internal organisational discussions. Pargat Singh was among the names discussed before the party formally announced his appointment.
The party has not removed all of its existing organisational structures. According to the Congress announcement, the working presidents and chairpersons and co-chairpersons of various election-related committees in Punjab will continue in their existing positions.
Raja Warring Resigns
The appointment followed the resignation of Amarinder Singh Raja Warring, who had headed the Punjab Congress since 2022.
Warring met Rahul Gandhi in New Delhi on October 2 and formally submitted his resignation as PPCC president. His departure came after a period of organisational discussions within the state unit.
After his resignation, Warring congratulated Pargat Singh on becoming the new Punjab Congress president and wished him well.
Warring also spoke about the possible role of Punjab Congress in-charge Sachin Pilot in the leadership change. According to reports, Warring suggested that Pilot may have felt that a change was required, but he also made clear that he did not have concrete evidence to establish this. That distinction is important when describing the reasons behind his departure.
Congress Had Already Changed Punjab In-Charge
The change in PPCC leadership follows another organisational change within the Congress.
The party recently replaced Bhupesh Baghel as its Punjab affairs in-charge and appointed Sachin Pilot to the position. Pilot subsequently held consultations with senior Punjab Congress leaders as the party reviewed its organisational preparations ahead of the 2027 election.
The sequence of changes indicates that the Congress has been reviewing its Punjab organisation before the next Assembly election. However, the appointment of a new state president does not by itself resolve all questions concerning coordination among the party's senior leaders.
Internal Leadership Dynamics
Punjab Congress has several prominent leaders with different organisational and political roles. Former Chief Minister Charanjit Singh Channi, Leader of Opposition Partap Singh Bajwa and other senior figures remain important parts of the state party structure.
Reports have described differences among competing leadership groups within the Punjab Congress. The leadership change therefore comes against a backdrop of discussions about the party's organisational direction and preparations for the next Assembly election.
Pargat Singh's selection means the Congress has chosen a leader with an established political profile in Punjab rather than transferring the PPCC position directly to another former chief minister or senior organisational figure.
Pargat Singh's Political Background
Pargat Singh entered electoral politics after a distinguished career in hockey. He represented India at the Olympics and served as captain of the Indian national hockey team.
He has represented Jalandhar Cantonment in the Punjab Assembly since 2012, initially winning the seat on a Shiromani Akali Dal ticket before later joining the Congress. He subsequently won the constituency for the Congress.
Singh also served as a minister in the government headed by former Punjab Chief Minister Charanjit Singh Channi, handling portfolios including education and sports.
His combination of electoral experience, ministerial experience and a prominent sporting background now becomes part of the Congress's state-level leadership as the party moves towards the 2027 election.
Focus on Punjab Assembly Election 2027
The leadership transition comes as political parties in Punjab prepare for the next Assembly election.
For the Congress, the immediate organisational issues include coordination among senior leaders, strengthening the state and grassroots organisation, and preparing its election committees and campaign structure.
Sachin Pilot has publicly congratulated Pargat Singh on his appointment and expressed hope that the party would perform strongly under his leadership in the 2027 Assembly election. This is a statement of the party's expectations, rather than evidence of an electoral outcome.
What Changes With Pargat Singh's Appointment?
Pargat Singh's appointment marks a clear change in the leadership of the Punjab Congress, but the wider party structure remains in place.
The new PPCC president will have to work with the party's existing senior leadership, legislators, organisational teams and election committees. The effectiveness of the new arrangement will depend on how these different responsibilities are coordinated during the preparation for the 2027 Assembly election.
For now, the confirmed development is that Pargat Singh has replaced Raja Warring as Punjab Congress president, with the appointment taking immediate effect. Warring has stepped down after more than four years in the state party leadership, while the Congress moves forward with a reorganised leadership structure ahead of the Punjab Assembly Election 2027.
