Dehradun, September 21, 2026: Political activity in Uttarakhand is gaining momentum ahead of the 2027 Assembly election, with the Congress and BJP stepping up their organisational and public outreach. Former Chief Minister and senior Congress leader Harish Rawat returned to Uttarakhand on September 20 and received a large welcome from party workers during a roadshow that passed through several parts of the state.
Rawat began his journey by paying tribute to martyrs of the Uttarakhand statehood movement at Rampur Tiraha. His convoy then travelled through Narsan, Manglaur, Roorkee and Haridwar before reaching Dehradun. Congress workers gathered along the route, turning the event into a significant public show of support for the veteran leader.
The development comes as Congress prepares to intensify its campaign for the 2027 Assembly election. The party has been planning a series of Rallies (opens in a new tab) and tours involving senior leaders as part of its election preparations. Earlier, Congress president Mallikarjun Kharge addressed a rally in Haldwani, while plans for further senior-leader programmes have also been discussed.
Maharashtra's decision to declare 265 talukas drought-affected has triggered questions from both ruling alliance leaders and the Opposition. While some areas represented by Mahayuti leaders have been excluded, the MVA has questioned the transparency of the assessment process.
The BJP is also preparing its organisation for the upcoming election. At an expanded state executive committee meeting in Haldwani earlier this month, the party projected Chief Minister Pushkar Singh Dhami's leadership as an important part of its 2027 campaign. The party's political resolution highlighted development, governance, welfare and protection of Uttarakhand's cultural identity.
BJP national president Nitin Nabin has also addressed party workers in Uttarakhand and spoken about the party's preparations for the 2027 election. The BJP's organisational activity indicates that election planning is already underway well before the formal schedule is announced.
Congress Focuses on Ground-Level Outreach
Congress has also been increasing its organisational activity across the state. The party has announced preparations for additional public programmes and Rallies, while its state leadership has been highlighting issues including employment, inflation and governance.
The return of Harish Rawat has added another prominent figure to Congress's election preparations. His roadshow and the response from party workers have brought renewed attention to the Congress organisation as the 2027 election approaches.
Key Issues Ahead of the 2027 Election
The Uttarakhand election is expected to bring several state-specific issues into focus, including employment, migration from hill areas, tourism, infrastructure, disaster management and development in the state's mountainous districts.
Political Parties (opens in a new tab) are also likely to discuss questions surrounding the state's cultural identity, governance and welfare policies during their election campaigns. The competing programmes and public speeches of senior leaders will provide voters with different policy positions to consider.
The Election (opens in a new tab) Commission has not yet announced the detailed schedule for the 70-seat Uttarakhand Assembly election. The poll is expected to take place in early 2027.
As preparations continue, both Congress and BJP are increasing their public outreach and organisational activity. The coming months are likely to bring more Rallies, campaign programmes, candidate discussions and political debates across Uttarakhand.

The INDIA bloc has announced a nationwide campaign over concerns related to the Election Commission and electoral processes. The Opposition plans protests, a march to the Election Commission headquarters, and a legal challenge to provisions of the Chief Election Commissioner Act, 2023.
Discussions between Chief Minister C. Joseph Vijay's Tamilaga Vettri Kazhagam (TVK) and the Pattali Makkal Katchi (PMK) have intensified, with reports suggesting alliance talks and possible Cabinet representation. However, no official announcement has been made by either party.
With the Uttar Pradesh Assembly election approaching in 2027, the Samajwadi Party and Congress are working to strengthen their alliance after their improved performance in the 2024 Lok Sabha elections. Political observers believe the opposition has an important opportunity, but unity and effective seat-sharing will be crucial.
